And if they really are bad at physics why shouldn't they be discouraged from pursuing careers they're likely to be bad at?

If an individual is bad at physics it's OK to discourage him to pursue a career in physics. If a (potentially bright and motivated) individual merely belongs to a large group of people that on average performs worse in physics than some other large group of people - then I think obviously this person should not be discouraged to pursue physics. You disagree with that?
