I'd say prepare a military but wait for them to make the first move so it's clear you're responding to aggression, and not just taking whatever excuse you can get. If you can get other countries to agree about something specific, such as them having too large of a military, or having nuclear weapons, then maybe attack. Just make sure they don't have a bunch of other countries that think what they're doing is fine.

Depends on the specific case. For instance, in the above case of Germany, once the NSDAP got elected or at least once it abrogated the Versaille treaty, it may have been best to invade without making any demands.

That could be a fatal mistake. In 1934 Poland considered taking a military action against Germany. Given that Germany did not have a real-sized army at that point, Poland could probably do it alone, but its government wanted to get France on board. France would only do it, if Britain would agree to it. Five years later Britain did agree to it, but by that time it was already too late for all three countries.
