It depends on a situation. If Holland were to fight a long war with Belgium, introducing conscription would be a logical step. However, right now a war between Western European countries seems implausible. In more realistic scenarios (e.g., Holland sends its soldiers to Afghanistan), the use of conscripted soldiers would be a huge political liability, while adding little from the military POV.

Weren't you trying to argue that the tactical situation ultimately determines the political one?
