I thought the head of the NSA was caught lying about collecting metadata on american phone calls - not wiretapping Merkel. And Clapper wasn't from the private sector in any real sense.

As for Obama - I hope he double-downs on spying on Germany. After two world wars I don't see why they should be given a pass. I'd think most of Europe would agree.

Yes, the issue with with wiretapping Merkel is different from the public statements of James Clapper.

I don't think any of the European political class considers it good to have Westeuropean leaders be spied upon by the US.
From a perspective of not wanting repeats of world wars, it might make more sense to wiretap AfD politicians and work against them developing political power than wiretapping current German leaders.
