Unfortunately no, it's been a while since I last researched Singapore. I remember from that time that someone from Singapore also told me that the Singaporian government sometimes gives poor people money to prevent them from starving but when they do that they do it under the hand.

A prime difference is that they don't have individual rights or entitlements. In Singapore policy isn't made because of ideological reasons and because a certain policy is left or right.
