Given a subset of the welfare people are poor with budgeting and planning - I don't see how this will work. If they blow their money on gambling, drugs, or debt then they will still need assistance with housing, food, and clothing. In the end, they will get both the monthly stipend plus the same support they get now (otherwise why would all the government welfare administrators be OK with this).

I think the main idea behind the reform is to encourage chronically unemployed people to start working. Until finding a job meant losing unemployment benefits.
