Apart from that do you think that an administration under Hillary Clinton would be substantially different than the Obama administration?

Hard to say. Many people expect Hillary to be similar to her husband who was essentially a centrist and unlike the current president was able to deal with a Republican-dominated congress. There is a risk though that precisely because she would not want to be seen as an extension of her husband she will try to act tough and will be as antagonistic to congress as BHO.
What makes you think that the threat of impeachement is a significant factor in motivating politicians?

There is a quote attributed (probably falsely) to Bismarck: “To retain respect for sausages and laws, one must not watch them in the making.”
Politicians who directly participate in making the law have far less respect for it than an average person (which is already quite low). Without the threat of losing their positions, most would be perfectly willing to bend the law for what they consider to be the public benefit (and often for their personal benefit as well).

Basically you Hillary is either as bad as the status quo or a bit more centrist and which you would consider better.

That's very different then Trump. Even a conversvative Republican like Lindsay Graham considers Trump to be very bad and much worse than the Bush administration was.

Without the threat of losing their positions, most would be perfectly willing to bend the law for what they consider to be the public benefit
That's no argument that illustrates how the threat of impeachment is strong enough to influcence politicians actions. It's just an argument that you don't imagine that a certain factor is very strong.
