If you have an adoption of a policy in one country than you have n=1. If randomly half of the states adopt the policy and half don't you have n={number of states}.

You are missing the point of the article it is not about whether the particular policy of the current administration is generally good or bad.

In one of your recent posts you suggested that the ideal of democracy should be holding politicians accountable. Here is a real life example the U.S. president promised voters to cut unemployment in half. How do we decide whether he fulfilled this promise?
