It's not about form. It's about content. If someone one day invented telepathy, he'd be free to bash the government with it but it would still be illegal to use it to lie about his competitors to make them look bad.

New content forms can also be created. For example broadcasting an association of disgust with a company isn't suspectible to being a lie because feelings don't have truth values. Technology like telepathy could have impact to the practicalities of it. But I guess it wouldn't be too much of a stretch to include "unfair attribution" to slander (if it is not already). However the value of being able to publically emote about an company would be in the spirit of freedom of expression.

It also means that any form of newspeak could not be introduced by force but that linguistic development could not be inhibited either.
