We could intervene only to stop them from intervening. Most governments are perfectly fine with staying by themselves. Besides, I'm more comfortable with influencing what they do then how they do it. There's less room for subjectiveness that way.

But is not it sometimes much easier to overthrow a potentially aggressive regime before it is ready to start an aggressive war? Fascism in Germany could have been easily overthrown by Western countries in 1934 (in fact, the Polish government made such a proposal to France).
